FOLLOWING PUBLIC OPINOIN IN MASS MEDIA: Previously, Bank of America issued a report saying Russian economy would recover in 2017: Russia’s GDP will grow by 1.8%, inflation rate will slow down to 3.3% (0.3% lower than in the previous forecast), the key rate of the Russian Central Bank is expected to go down by 0.75% and then by 1.25% more by 2018 (as of toady it equals 9%).  The recovering consumer demand will become the key growth factor for the Russian economy in the near future, the bank’s analists say.

  • The global deoffshorization trend: global transparency and succession for transnational assets. The number of countries replying to tax reporting inquiries is growing. The exchange will start in 2018. The latest clarifications by the Russian Ministry of Finance in terms of CFC legislation; recent CFC tax reporting practices, interaction with tax authorities and the Ministry of Finance.
  • The beneficiary disclosure trend: all European countries pass beneficiary disclosure bills, though each of them chooses to go its own way  Depending on the countries, there are both open and non-public registries of beneficiaries. But as time goes by, the list of authorities which gain access to non-public registries is steadily growing.

  • AMENDMENTS TO THE PROCUREMENT LAW The government thinks Russia buys way too many foreign-built aircraft The bill suggests amendments to Federal Law No. 7-FZ of 7/18/2011 On Procurement of Goods, Works and Services by Certain Types of Legal Entities. The current version of the law implies that all procurements performed within investment projects of 10 billion rubles and higher are subject to governmental approval.
  • NEW REQUIREMENTS FOR RECEIVING AIR OPERATOR CERTIFICATE In late August the Russian Ministry of Transport  announced there would be amendments introduced to the legal frame of the air operator certification procedure, meaning new rules would require airlines to have at least three Russian-built aircraft aged less than five years in their fleet.
  • REMOVAL OF CUSTOM PRIVILEGES? The Ministry of Industry and Trade suggests eliminating custom privileges covering imports of aircraft with the seat capacity of 50 to 300 passengers and the overall weight of 20 to 90 tons
